They are acting this way to the people that have suffered through a natural disaster. They're actions demonstrate kindness and compassion towards their fellow human beings. The characteristics of acting benevolent are showing kindness in actions or giving for the sake of charity. These people are showing good citizenship by volunteering to help these people who have lost their things due to a natural disaster. By lending a helping hand and voluntarily showing that they care about other people, they are a perfect definition to describe the word benevolent.
